Vehicle transfers & bills of sale
Maryland changed the ordinary private-sale bill-of-sale notarization requirement effective October 1, 2026. Use current guidance rather than older forms alone.
Coverage: Motor vehicles in the documented guidance. Boat, trailer, firearm, and other asset rules require their own review.
Apply the current private-sale notarization rule
MVA’s September 15, 2026 bulletin states that, from October 1, a notarized bill of sale is no longer required for private-party sales of vehicles less than seven years old. Special ownership situations can still require other affidavits or documents.

The same bulletin explains that tax uses the reported price if within $500 of the system’s NADA value. A price more than $500 below that value may need supporting documentation or use of the NADA value. Preserve condition evidence rather than assuming the written price alone determines tax.

Buy from the owner on the title or a licensed dealer. Complete sale price, odometer, signatures and dates; obtain required insurance and safety inspection, then title and register. MVA recommends a signed bill of sale even when it is not mandatory.

The Attorney General’s guide, revised February 2025, addresses Maryland rental questions and references Real Property Title 8.
