Vehicle transfers & bills of sale
Pennsylvania transfers should be completed with an authorized agent, notary, tag service, or dealer. A bill of sale does not replace the title or agent-only forms.

Arrange authorized execution
PennDOT says the seller signature on the Pennsylvania title must be notarized or verified. Complete seller and purchaser information with the authorized agent and bring required identification.
