Washington’s bill of sale does not transfer the title or act as a Report of Sale. Complete both separate processes.

Seller: file the separate sale report
Remove the plate and file a Report of Sale promptly. Washington’s current report form specifies five business days. Keep the confirmation; a bill of sale is only the transaction record.

Confirm covered rental category, exemption eligibility, permitted increase, required notice and wording, and local protections. Do not hard-code one percentage or one standard notice period into every Washington rent-increase document.
